I confirm I still wish to have authority to make emergency regulations against Broadsheets on the lines described.
2. The situation is continually changing. The assessment in paragraph 3 of my telegram 1372 indicated a possible change in Communist policy not the abandonment of inflammatory broadsheets as a weapon. Later information suggests they intend reducing the number of broadsheets produced, while "improving the quality" of those remaining in publication.
3.
Executive Council has agreed to the making of the regulations in my discretion and I should like to be in a position to do so quickly if necessary.
