No announcement has yet been made of Eates' promotion. This is now generally accepted as a fact and an early formal announcement is not therefore so essential.

Meanwhile in view of paragraph 2 of your telegram 1618 we have been examining the question of the new Deputy. This has complica- tions and I hope to get a letter off to you this week with a view to your discussing the snags, if you see any, with the Governor.
