I am in charge of the section of Special Branch dealing with
technical aids. This includes the section dealing with surveillance.
I took charge of the surveillance section on 1st October, 1961. D/S/Sgt. CHU Leung (identified accused) was a member of the
surveillance section on 1st October, 1961. He remained attached
to that section until he was interdicted from duty on 16th November,
1961. His duties were to be responsible for general supervision of
both Rank and File attached to the surveillance section and also
the supervision of the surveillance agents. In his capacity of
Sgt. in the Surveillance section he would be in a position to know of the addresses under watch. At no time when S/Sgt. CHU Leung was
under my command did he report to me the presence of K.M.T.
