In your letter HWB/14/17 of 11th December 1967 you asked us to re-examine the case of Sergeant CHU Leung in view of the doubts expressed on the validity of the evidence before the 1962 disciplinary enquiry and to consider payment to him of an ex-gratia pension. We have subsequently received your second letter of 19th March.

The main difficulty seems to arise out of the view formed by you that the defects in the disciplinary proceedings give rise to a strong presumption that justice was not done. wish to cover up an injustice or to oppose the putting right of a wrong. However, you will see later in this letter that we have never considered, and do not consider now, that any injustice was perpetrated or that any wrong exists. Where there was evidence,

as there was in this case, on which a reasonable man could have reached the conclusion of guilt, where the conduct of the proceedings themselves were conducted with absolute fairness and where the man "wronged" and his loyal comrades made no protest for some three years, I cannot accept that this points to any injustice.
