May I suggest two further amendments to the draft? The first is a purely drafting amendment. It seems to me that the last part of the original draft might come up into the first paragraph. The second is that I think the Minister of State should reply on his own
behalf. To attribute the decision not to intervene to the Commonwealth Secretary, without consulting him could lead to complications.
In the circumstances would you see any objection to the letter, duly signed by Lord Shepherd, now issuing?
