A job now being tackled by the Overseas Publicity Committee is the drafting of an up-to-date and comprehensive definition of Hong Kong's "image", to serve as the foundation (with changes of emphasis as appropriate) for all types and levels of pro-Hong Kong positive publicity work overseas. When fully worked out this should give us a number of positive themes to add to the list attached as Annex B to your circular letter of 15 August. We shall provide you with as much background material as possible on these themes in the coming months.

Thank you for your telegram No.1833 of 5 September about Aside tolegraņs. We do not foresee the need to make great use of this channelleast for the time being, but it is useful to have it in reserve; the main flow of positive background material (as distinct from sitreps) remains to and through Boxall's office in Pall Mall, and Judy Stowe no doubt has in mind the need to ensure that copies reach interested F.O./C.O. departments. Boxall is in Hong Kong at the moment, and I have discussed with him in detail the question of maintaining close links with J.I.P.G.D.

I myself am a member of all three Committees in Hong Kong and am in touch with all individuals and groups boxed in the enclosed diagram. The usefulness of my having an overall picture of the situation is recognised here, and my role in providing a direct channel of communication with you (referred to in paragraph 11 of the minutes of the Hong Kong Working Group's meeting on 17 July) is encouraged.
