Future Role of the British Trade Commission. Hong Kong
I have seen a copy of Mr. Denson' minute of 29 March
which refers to your own minute of 17 March to Mr. Carter on the above topic.
2. In view of existing financial problems it is, of course,
doubtful whether we shall be able to find additional Information
ceiling cover for extended work in liong Kong. In principle,
however, I think that it should be possible to find some middle
course between Mr. Denson's recommendation that the Information
activities of the Trade Commission 費
should be restricted to

questions of trade ... and Mr. Hannan's suggestion in para. 3 of his memorandum dated 15 December, that ideally we should aim at the establishment of a fully fledged Information section with reading room, reference library, film library,

we were able later on to post a home-based Information Officer
to Hong Kong, I would hope that he would give priority to
commercial Information work but would also undertake a modified
range of other Information activities, so long as these did not run the risk of embarrassing the Goverment of Hong Kong or causing trouble with the Chinese Government.
