I understand that you are co-ordinating the preparation of these briefs and I am therefore sending this over to you straight away, although I am submitting separately to the Minister of State, Mrs. Hart, a copy in case she wishes to comment.
The brief is somewhat long, and I would suggest that it could be re-typed so that paragraphs 1-3 of the brief followed by the talking points could be the brief proper, and paragraphs 4 onwards typed as a background note. I think this arrangement w oula cover the essential points as shortly as possible, but the background note is necessary to give some detailed information on the situation.
A separate brief will shortly be coming over
about defence.
