Hong Kong I/S situation (ARMY & MPBW Vores)

Additional Allowances for HKORS

A small allowance admissible to HKORS detained at their place of duty overnight, intended to cover the extra cost of food, etc. During the riots the normal restriction was lifted. The bill so far reported £66.

Hire of additional transport needed to meet the requirements of the reinforcement Battalion pending the arrival of their own vehicles. Cost not yet reported.

Police Auxiliaries

Some LEC who had joined the Hong Kong Police Auxiliary Force were called up for duty during the riots. Paid leave normally authorised for periods at annual camp has been granted to cover part of the time they were called

and balance of civil pay was authorized for the remainder of the period on condition that it was recorded as a potential charge to the Hong Kong Government. This extra cost is likely to be negligible unless they are called out again this year.

Works Services A good deal of deferred maintenance was necessary on some of the camps in which the reinforcements from Singapore are being housed. The existing arrangements whereby MPBW pay the PWD for the Service Dept's share of the cost of/maintenance over and above the "notional" I/S garrison is by quarterly calculation on an arithmetical formula based on the total number of troops actually located in Hong Kong compared with the size of the "notional" garrison. A proposal has been made which it is understood the PWD is prepared to accept, that the formula during the period of the I/S disturbances should be recalculated to take account of the reinforcement of the "notional" garrison. (Hong Kong Govt. have been asked to agree this proposal). New works are being specifically recorded and it is not thought that they will amount to much.

Radio Relay Staff Two additional technicians had to be provided (one Navy, one Army) so that Army transmitters in the New Territories could be used for Gurkha news broadcasts. As these technicians were needed as the result of a request by the Hong Kong Government, we consider that daily capitation charges should be raised, together with movement costs.

Bomb Disposal Staff Four B.D. experts have been flown in from Singapore. These personnel are carrying out services for the benefit of the Hong Kong Government and we consider the raising of daily capitation charges is justified, together with movement costs.

Police/Military HQS SKK Kong

This is a joint HQ established in Army accommodation at Sek Kong to facilitate control of operations in the NT. We are informed that the police expect to pay for the cost of all services provided, including power for airconditioners, but we propose to waive rental charges.

Medical Treatment of Police Personnel

Eight policemen wounded in border incidents were detained in the BMH for treatment, though there is no particular reason why they should not have been admitted to the adjacent civilian hospital. (Instructions have now been issued for such action to be taken in future). The charges so far reported amount to some £1,200 based on the normal cost of in-patient treatment for non-entitled personnel.
