fence is now well under way.

The object of this obstacle will be to
stop land incursions such as those that I
have mentioned above and also any mass influx
of refugees which might result from a breakdown
of authority in China and particularly in the
Kwangtung Province. Aggressive incursions
would be dealt with in accordance with the
doctrine of minimum force which can
ultimately be more effectively applied from a
barrier placed well south of the border.
The materials used in the construction of
the fence have been provided from military
sources through arrangements made by the

Commander, British Forces,HongKong. The cost
of these materialo is not yet known but is likely to
be substantial (a figure of £150,000 has been
mentioned). In addition there are the costs
of labour and of compensation for the
occupiers of land over which the fence runs.
The HongKong authorities have voted a
provisional sum of one million HongKong dollars
