I am sorry to have to return to the matter of the extra costs of the internal security situation in Hong Kong, but I have received no reply to my letter of 29th February, nor to our reminder of 29th March.
The costs then reported amounted, for the Army Department alone, to nearly m. In fact, since writing to you, further costs have been reported
to me:

Extra costs of a Provost Section
sent out from UK.

Further work on the wire fence, and
compensation for damage to trees.

These charges fell within the 1967/68 financial year and will continue, in the case of a. and c., into 1968/69, so long as the personnel remain.
I am sure you will appreciate that it is a matter of some concern to me that recovery to Army Votes should be effected as soon as possible. I should therefore be grateful for an early decision on this matter so that we can recover the money either from the Commonwealth Office or from the Hong Kong Government
whose economy appears to be booming!
