1. The Chiefs of Staff have approved a paper on fighter aircraft for Hong Kong which is being forwarded to you (Reference A). The
paper examines the feasibility of providing a small air defence force of four to five Hunters in the early 1970s, backed by a HKAAF
component and taking into account the possibility of maintenance
backing by HAEC. This suggestion was originally proposed by the Governor of Hong Kong in Reference B.
2. The paper concludes that, if political considerations so
dictate, such a project would be feasible but that a more detailed study is required to determine a precise breakdown of responsibilities
between the RAF, HKAAF and HAEC. The Chiefs of Staff have therefore requested that you should set in hand this further study.
