ANNEX A TO DOP 4/68 (Final
OUTLINE PLAN FOR THE RUNDOWN AND TOTAL WITHDRAWAL OF UNITED
KINGDOM FORCES FROM MALAYSIA, SI NGAPORE AND BRUNEI
BY 31ST DECEMBER 1971
INTRODUCTION
1. HM Government have decided (1) to withdraw all United Kingdom forces from Malaysia, Singapore and Brunei by the 31st December 1971. This change of policy has invalidated the previous plan (2) which we approved (3), for the Medium Term Rundown. The Commander- in-Chief Far East (CINCFE) has therefore prepared a new outline plan (4) which he has forwarded for our approval.

AIM
To examine the Commander-in-Chief's outline plan.
SCOPE OF THE EXAMINATION
3. We have agreed (5) that the Commander-in-Chief should attend our meeting on 12th March 1968 when his outline plan will be considered. In view of the time available our examination is confined to matters of policy, leaving points of detail to be resolved between the Defence Secretariat and single-Service Departments in consultation, where necessary, with the appropriate headquarters in the Far East and political departments in London.
SUMMARY OF THE COMMANDER-IN-CHIEF'S OUTLINE PLAN
CINCFE's outline plan lists
40
the assumptions, factors and key dates which affect the rundown and withdrawal. It is based on single-Service studies which have been prepared at short notice; some details of these studies are included at Annexes to the outline plan. A summary of manpower figures in Malaysia and Singapore from 1st April 1968 to final withdrawal is reproduced at Appendix 1 of this paper.
Stability in the Area
5. The plan states that the pattern of the rundown would be determined by the need to maintain conditions of stability during the period 1968 - 1971 and thereafter, and to facilitate effective co-operation in defence matters between the Commonwealth countries concerned.
SEATO Commitments
6.
Existing United Kingdom force declarations to SEATO from Far East Command would continue until 31st March 1969. From 1st April 1968 it might take up to four months to complete the deployment of United Kingdom land forces in support of Plan 4, or Plan 8 if the situation approached that for Plan 4.
