Report by the Defence Operational Planning Staff
In accordance with your instruction (1), we have examined in conjunction with the Assistant Chief of the Defence Staff (Policy), an outline plan (2), prepared by the Commander-in-Chief Far East, for the Rundown and Total Withdrawal of United Kingdom Forces from Malaysia, Singapore and Brunei by 31st December 1971.
2. We have consulted the Foreign Office, the Commonwealth Office, the Defence Secretariat and the Defence Signals Staff. Our report is at Annex A.
Recommendation
We recommend that, if they approve our report, the Chiefs of Staff should:

Forward it to the Secretary of State for his approval.

Subject to the Secretary of State's approval, forward the report to the Commander-in-Chief Far East, authorising him to use the outline plan, amended in accordance with their views, as a basis both for discussion with the Commonwealth countries concerned and for detailed planning of the rundown and withdrawal.
