that the expansion of the police force is such that it can

baroly keep pace with the increasing responsibilities

arising from the growth of population. We therefore

judge that it would be imprudent to assume now that we will be

able, in some three or four years hence, to rely on all the above

factors emerging in our favour and enabling us to guarantee to

deploy the immediate reserve battalion in time. For these reasons

we must plan for the permanent army garrison to consist ultimately

of 7 major units. The initial deployment of this garrison in

the event of an emergency would be:

a.

External defence on the frontier and internal security

duties in the New Territories: three infantry battalions and

13 supporting units.

b.

Internal security duties in Kowloon: two infantry

battalions.

C. Internal security duties in Hong Kong Island:

infantry battalion.

26. Army Department Studies. The Army Department is at present

carrying out an examination of the possible continuation of employ-

ment of Gurkhas as part of the Kong Kong Garrison after our final

withdrawal from Malaysia, Singapore and Prunei. In addition,

another examination is being undertaken on the possibility of

introducing unaccompanied service for the bulk of the army

garrison.

However, the outcome of these examinations will have

no bearing on the factors affecting the number of major units in

the army element of the garrison.

Royal Air Force.

27.

After the withdrawal of the Royal Air Force from Malaysia

and Singapore, it will no longer be possible to deploy aircraft

to Hong Kong except from those forces based in Europe and in

the Mediterranean area.
