2. I do not think that the S. of S. has seen these papers yet. They were, however, referred to Lord Shepherd who instructed Mr. Carter to say at last Friday's meeting (see paragraph 4 of minute) that Lord Shepherd supported the case but that the S. of S's views had not yet been sought.

I gather that at last Friday's meeting with the Ministry of Defence Mr. Carter deployed the arguments used in the draft (flag Z) including an additional point made by Lord Shepherd which has been inserted as a new paragraph 8 in the draft.

4. Lord Shepherd is content with the draft as revised and would be grateful if you would submit to the S. of S. for consideration.
