On helicopters CBF is very anxious to retain the

6 Whirlwinds principally because of the time required to return them should the situation in Hong Kong deteriorate.

6. I consider there is a sueful operational role for SRT helicopters in Hong Kong since they are essential in providing tactical mobility, particularly if number of battalions is reduced. In addition Army and Air Force gain valuable training. I therefore recommend formal establishment of 6 Whirlwinds at Kai Tak and, if you agree, details will be forwarded through single service channels. In view of the personnel problems facing FEAF in manning the detachment it is necessary that a decision of the permanent establishment be taken as soon as possible.

This proposal would reduce Whirlwind force in Singapore from 20 to 14. Even with 20 Whirlwinds Army training for 1968 has had to be curtailed because of lack of helicopter support, You will recall that I have already stressed (reference B) importance of interesting and realistic training for all 3 services, including particularly the Gurkhas, during this difficult period of the medium term rundown. I therefore recommend the retention, for this year at least, of the 6 Whirlwinds ex Kuching. This, with the Belvederes, will also constitute a force readily available for operations (reference C).
