then I would suggest that, in view of the importance I understand the Services attach to the exercise, and the consideration in paragraph 4, we can afford to wait a little longer before deciding to cancel. If we do have to cancel at the last minute, the vessels and units involved could (unless situation has gravely deteriorated) come into Hong Kong for minor training activities and for rest and recreation.

10. If, however, the Service authorities have to press for a decision to be taken one way or the other at any time materially before the exercise starts, then I would almost certainly have to advise cancellation as being the only safe course.
