reason to do so. For example, when the latest
programme arrived I consulted the Kenya and Malta
desks and registered appropriate caveats in my reply
to the Ministry of Defence. I did not refer the
programme to Dependent Territories Division because
it seemed to me that, generally, there would be
fewer obstacles in the way of exercises in dependent
territories than in independent countries - bearing
in mind that a later stage of consultation was still
to come.
However, I can see that, particularly in
the case of Hong Kong and Gibraltar the programme
should go to Dependent Territories Division and I
will see that it does in future. There would, of
course, have been no indication of Exercise "Caricature"
even had it done so.
