I have received a letter from Governor Hong Kong on subject evacuation plans. This is bound up with the whole problem of what one does if Hong Kong is under severe threat or eventually attacked. I would like to discuss with you during your visit here the whole subject which includes reinforcement policy. It would be valuable if you could then discuss the broad aspects of it with Governor and CBF when in Hong Kong. It would be convenient if my Chief of Staff could accompany you to Hong Kong so as to bring back results of your discussion.
