Senior Mficials.

Evacuation Plan

Reference was made to requests from Whitehall to prepare

an evacuation plan. Officials present were opposed to this as it

was unrealistic and betrayed a lack of confidence which would do

grave damage when, as was inevitable, it became known. They felt

they could only draw up plans to cover persons with sensitive

information.

Evacuation for all those who could make some claim to

it might mean at least 4 million people. Sir Arthur Snelling thought

it should be possible to give some indication of numbers and

priorities by category without actually preparing a plan. Even this

would be helpful to Whitehall.
