Dear Carter,
The riots in Hong Kong at the present time have prompted me to draw your attention to the fact that the sealed orders for BOAC's Manager, Far East, Hong Kong, which are held by the Governor of Hong Kong against a possible emergency in the Colony, and which were prepared in accordance with Colonial Office instructions issued under reference FED 528/400/02(T.S), are now very much out of date. It would be as well therefore to bring this fact to the notice of the Governor.
The sealed orders have the effect of placing BOAC's resources in the Far East entirely at the disposal of the Governor in the event that it is decided to evacuate women and children from the Colony. They were last updated in 1962 and refer to aircraft types which are no longer in use by B.O.A.C. It will therefore be necessary for BOAC to revise the details of the plan before it could be put into operation and we would be prepared to request the Corporation to look into this matter if you so desire. However it does seem to us that if an emergency did arise all available aircraft from R.A.F. Transport Command, Cathay Pacific and U.K. based independent operators in addition to those belonging to BOAC would be utilised to meet the Governor's particular requirements and it is doubtful whether a detailed plan confined solely to BOAC is now necessary.
