Evacuating Europeans from Hong Kong

We discussed Canberra telegram No. 856 of 26 May, and you agreed that Hong Kong and West Indian Department "C" should deal with this enquiry.

In the course of our conversation I understood you to say that there were no plans extant for evacuating British nationals from Hong Kong. Emergency Unit may be asked about the state of planning on this subject, I should be grateful if you would let me have a note of the present position. If it is in fact the case that there are no plans, it would be helpful if you could indicate why this is so.

Emergency Unit is concerned with civil plans for protecting British communities. Defence Department, Commonwealth Office, would be concerned with any military planning, and I am therefore

copying this minute to Mr. Seaman in that Department.
