Furthermore, if evacuation planning is to be meaningful,
detailed arrangements have to be made in which a very large
number of government departments and a wide circle of
people must be involved. It is not possible to conceal
the fact that such a plan exists. Public knowledge that an
evacuation was being planned would of itself have a most
adverse effect on public confidence in Hong Kong and would
constitute an unacceptable danger to internal security.
Elaborate planning such as might give rise to concern in
Hong Kong is not involved in the proposed limited evacuation.
The plan will consist of little more than a very short list
of names with tentative contingency plans for naval and air
dispositions to get them out of the territory.
6. Evacuation policy will be an issue to be considered
in the working party reviewing future policy on Hong Kong.
The present proposal will in no way prejudice that
consideration.
