Hong Kong Contingency Planning
Thank you very much for your letter of 19th September raising point in connection with the evacuation of our troops.
Te considered very carefully your suggestion of adding a sentence at the end of new peragraph 3(e). But after consulting
those of the other recipients of your letter whom we were 'able to
reach, we come to the conclusion that it would be best to leave th
text as it stood. The general feeling was that, so far as civilians were concorned, the sub-paragraph dealt with the matter in as much detail ne was required in a peper of this kind, while on the military side, the idea of evacuating troops at a time when the
situation in Hong Kong seemed likely to worsen, would not be
acceptable.
I am sending copies of this letter to the recipients of yours.
