5. Finally, perhaps I should say that as I understand it, it was established at the Working Party's meeting on 11th September that while the Treasury paper would be confined to the question of what the loss of Hong Kong might mean for the United Kingdom economy, the Commonwealth Office in the material they are preparing would include indications as to what might happen to the Hong Kong economy if there were a prolonged period of heavy Chinese pressure on the Colony. We in turn would stand ready to add to this in respect of the consequential effects on the United Kingdom economy and financial interests.

I am sending copies of this letter and enclosure to the Departments who have been associated with the study to date i.e. DEA (Jenkyns), Board of Trade (Morris), Bank of England (Turner) and Commonwealth Office (Carter). If you decide to circulate the paper to the Working Party for discussion we would be very grateful if you could arrange for the Bank of England to be given an opportunity to be represented when it is discussed.
