I feel very definitely that we ought to deal

in this paper with the question of what we

should say in public if we are asked whether

or not evacuation planning is being undertaken. I absolutely agree with you and Mr. Hall that the only possible course is a flat and robust

denial. I think this should be raised in the

paper, because this would be the obvious

occasion on which to get a collective decision

by Ministers on this important point. You will remember that we had some inter-departmental

correspondence at P.U.S. level a few weeks

back about this. Perhaps we could have a look

at that and weave it into the paper.

Would you please agree with Mr. Hall a suitable addition on this last point? And then I myself think there would be advantage in clearing the draft at official level with the Ministry of Defence and Foreign Office before we put it up to Lord Shepherd. Perhaps you could do that as the next stage, after

you have settled with Mr. Hall the two points in

this minute.
