It appears that these papers were rearranged
at some point in transit between Curtis Green and
Downing Street, with the result that when the
Secretary of State discussed the draft OPD paper
with us on Monday he was working from the penultimate
draft and not the final draft at (1/43).

I have now prepared a completely fresh draft
(below), based on (43) and incorporating in
paragraphs 4 and 9 amendments arising out of our
discussion with the Secretary of State on 27 November.
Copies of this have been sent to Foreign Office and
Ministry of Defence and have been supplied to the
Security Service and the friends, who have been
asked to telephone any comments to you or myself as
soon as possible.
