Unfortunately when we were discussing the
0.P.D. paper on Hong Kong with the Secretary of
State on Monday, the Secretary of State had before
him the previous draft. The error seems to have
occurred when the file was sent over from Curtis
Green to Downing Street and the papers on the file
were re-arranged.
A fresh draft has now been prepared which
takes into account the discussion with the Secretary
of State. The paragraphs which have been slightly re-drafted are paragraphs 4 and 9(ii).
We have sent copies of the revised draft to
the Foreign Office, Ministry of Defence and the
Security Service, but we doubt whether they will
have any comments, as they had agreed the previous
draft.
I send this forward now, and will inform the
departments? Private Office if the other partners concerned do
in fact have any comments.
