ANNEX A

DEFENCE EXPENDITURE STUDIES: TERMS OF REFERENCE

GERMANY

(1) To examine the number of "teeth" Army and Royal Air Force units required in the United Kingdom after the reduction of forces to Defence Review levels world-wide and on the assumption that withdrawals from Germany of the following order have taken place:

(a) Army. A Divisional Headquarters and two infantry brigade

each including supporting arms and services;

groups,

(b) RAF. Four squadrons.

The examination should assume that the forces withdrawn from Germany, or their equivalent, will be earmarked for assignment to NATO and should indicate what budgetary savings could become possible in other forces based in the United Kingdom as a result of these withdrawals.

CYPRUS

(2) To examine the size of the forces that need to be declared to CENTO,

and of those that need to be stationed in Cyprus for other purposes,

together with the support facilities associated with them; and what reduction could be achieved in the cost of maintaining these forces

including whether Cyprus need be maintained as an independent command or

whether this function could not be carried out from the United Kingdom.

(3) To consider the longer-term value of and prospects for CENTO and the

case for the retention of the Sovereign Base Areas in the mid-1970s.

PERSIAN GULF

(4) A review of the need to station a battalion in Sharjah.

(5) A reappraisal of the Kuwait commitment and of the air forces required

to be stationed in the Gulf to carry it out.

(6) A study of our longer-term political objectives in the Gulf and the

circumstances in which, and the process by which, our military presence

might be brought to an end.
