6.6.4. The majority of College courses are of two-three years duration and it is obviously to the advantage of the College if there can be some certainty that staff and recurrent finance are likely to be available over this period. It is therefore proposed that estimates of staffing and expenditure should be put up and agreed for a triennial period. Thus the course policy of the College would be agreed for the three-year period and the staff and recurrent expenditure calculated to match, using the above cost elements. This would then enable Government to agree to specific grants-in-aid over the triennium, subject of course to funds being available in each of the intervening years. The College for its part would have to
agree to a standstill in its grants for the same period except in the case of national salary increases or the like.
Link Arrangements
6.7. It is proposed that the College of Technology should form a link with a College in Britain with about the same interests and level of work. This will enable the College in Hong Kong to request assistance in the way of advice on new course requirements, or on any organisational or administrative problems with which it is faced. It will also be able to obtain assistance for the interchange of teaching staff.
