The same idea had occurred to me. The
project to be put forward is not, however, the one tentatively made by the Governor last year but Hong Kong's latest proposal for a Polytechnic. I attach a copy of my minute to the Planning Staff in which you will see that I have made use of the arguments in your minute.
3. I have done this with Mr. Christofas' knowledge although I understand that he considers the Foreign Office initiative to be based on a misunderstanding of Cabinet minutes in that no "additional" aid has been authorised or can be
expected for these purposes.
