FOR POSSIBLE ADDITIONAL
EXPENDITURE OVERSEAS IN THE NON-MILITARY FIELD
1. Country:

2. Project: (a) A Polytechnic providing places for about 2,000
students and offering advanced level coursee in
technology and commerce (including the training of teachers in these subjects).
(b) In return for capital aid, the Hong Kong Government
would reserve a proportion of the places each year
for students from $.E. Asian countries, to be nominated by H.M.G.
(c) The Hong Kong Government would undertake the
recurrent expenditure.

(a) The Hong Kong Government has put this project forward
in outline as a purely domestic project (1.e. providing facilities for Hong Kong students only) with a view to H.M.C. contributing some assistance e.g. from C.D. and W. funds.
(b) A large proportion of the staff for this institution
will be recruited in Britain and the Hong Kong Government will look to the Ministry of Overseas Development (and to the Council for Technical Education and Training for Overseas Countries in particular) for assistance in recruitment, as they already do in the field of technical education.
