9. Finally, there is one further aspect of the telegram under reference that causes concern. I may have missed it but implication of its para. 7 seems to be that we may suddenly be presented with decisions taken in Hong Kong as faits accomplis. Policy over Communist education is naturally an important issue in Hong Kong; but it also directly affects the whole field of Sino/British relations. I must ask therefore that this post will be kept informed at an early stage of any proposed moves so that I have a chance to comment and so that final decisions on these important issues may be taken in London and after full consideration of all factors involved.
