Hong Kong telegram No. 1032 and my telegram No. 813.
As you will see, I am concerned at the Hong Kong telegram under reference for its apparent determination to reopen the education question and to undertake tough action on what I see as flimsy grounds without full regard for wider consequences. These consequences I am sure will be serious. I hope, therefore, you will do all you can to prevent such a change in policy.
?. In our memorandum of 29 July on Sino/British relations we argued that a basic pre-requisite for improvement was the avoidance of provocative action in Hong Kong. It is this principle which is now endangered. I hope we can seize the opportunity to obtain a high level decision of policy at least on this narrow point. Otherwise we shall never be able to build up any less tense relations with China and what little progress we achieve will be constantly imperilled by sudden decisions in Hong hong.
3. I understand Donald Hopson will be in London this week.
I hope you will have a chance to discuss the latest correspondence with him.
