Ministers agreed on 12 July to the de-registration of
Chung Wah School in Hong Kong, an establishment where the
Communists had manufactured bombs during last year's
confrontation (C.0. telegram No. 1292). At the time both
we and the Governor of Hong Kong took the view that this was
something of a special case. The Governor made it clear that
it was not his intention to adopt a forward policy directed
towards the limiting of Communist education as such in Hong
Kong. During the telegraphic exchanges on the subject of Chung Wah, Sir D. Hopson in Peking had urged with vigour' the view that any general offensive against Communist education in
Hong Kong would be disastrous to our relations with China. These exchanges are contained in Peking telegrams Nos. 577 and Flags 6,620 and Hong Kong telegrams. 832 and 855. In the event the
de-registration of Chung Wah provoked a formal Chinese protest
but no other serious consequences.
