I attach a Foreign Office submission on
the subject of communist schools in Hong Kong. This was agreed with Far Eastern Department
before submission. I understand that
Sir Denis Allen has already authorised the issue of the draft telegram.
2. All the reference documents mentioned in
the submission are flagged, with the exception of a submission of 6 September to which refer-
ence is made in paragraph 7. We do not seem
to have received a copy of this submission which was made during my absence in Hong Kong.
But time is short and I shall not be able to
get hold of a copy to-day. I hope that you will be able to approve the proposed action
without seeing a copy of this submission.
