Primary level students would be informed that they could apply for entry to one of several Government or subsidised primary schools in the same area. It is possible, though not particularly easy to allocate such primary school places in all areas except in the Princess Margaret Road area. Here there might be a shortfall of about 1,200 primary
school places. In these circumstances consideration could be given to the re-opening of the Nairn
Road Primary School (it stands on Crown Land
without permit): this would require the
recruitment of a Headmaster and teachers additional to those listed in paragraph 10 (a).
After closure of the communist-controlled school, former secondary level students would be invited to re-register for the new school. There would be no question of admitting students other than those displaced by school closure; it would not be possible to admit all-comers and there would be no satisfactory criteria for sselection procedure.
The maximum number of secondary level students which would be initially entitled to enrolment is 5,420. As students graduate, the numbers would fall. Later, consideration could be given to admitting students who have passed the Primary 6 examinations.
Enrolment procedure might best be done by a central pool so that the number of school places required and the area in which they are required, could be assessed to plan the re-opening of the newly- constituted schools.

It can be expected that the local communist leadership and the students themselves might attempt to:-
(i) Open illegal schools in other non-school
premises. This would require firm preventive
measures.
(ii) Attempt to re-accommodate students and teachers in those communist schools not affected by closure action. These unaffected communist schools could become bi-sessionl or tri- sessional for these purposes. Such moves would have to be countered by further closure action, in which case not many extra secondary school places would be required; there are approximately 200 secondary school students in the remaining communist-controlled schools.
