Appendix "E"

Intention
1.
Eliminate the extreme-communist control of schools
known to be encouraging subversive acts.
Method
(for list of the nine main communist-controlled schools -
see end of this Appendix "E")
Remove managers and subversive teachers in nine known extreme-communist schools.
2.
Close down the primary level classes in those nine schools where it is possible to offer alternative primary schooling in other schools.
3.
Re-open the secondary level classes in those nine schools for students wishing to return to school.
4.
Implement during school holidays wherever possible.

There is advantage or greater practical facility in adopting one of three different approaches for each of the nine schools.

Course A Temporary Closure of the School
(a)
Under Section 51 of the Education Ordinance the Director of Education declares a school closed for such period as he sees fit, on the grounds that the school is unsatisfactory. Police surveillance would be necessary to control access to the premises.

The school its management and teaching staff remain registered but suspended from operations.

This allows the Director of Education to prohibit the use of the premises as a school until such time as directions or requirements have been complied with to his satisfaction.
This method can be used on its own only when it is expected that a school is likely to comply with the Director of Education's requirements. If permanent closure is required then it will be necessary to de-register the management and teaching staff and provide alternative school places, i.e. Course C.
How-
This course of action has the advantage of being available for immediate use and does not require any follow-up provision of school places. ever in itself it is an incomplete course of action since the displaced pupils are not catered for.
