propaganda and not techni-
calities of educational
practice. Much more direct than (a) and (b).
Uses terminology with. which
people have become familiar
recently. Tells schools and
our staff the main areas with
which we are concerned.
Disadvantages
Too vague.
Does not convey to the
schools what is really
required.
Does not convey to our
staff what is wanted.
Highlights the position of unregistered schools.
Much the same as (a) but
somewhat less,so.
May tie us to allow non-
inflammatory propaganda,
such as Mao's pictures,.
some slogans, flags, eto.
(d) To eliminate overt
acts of political
indoctrination.

of school activities.
Could be held to include
history or civios, and
possibly geography.
The law as it stands enables the Director of Education to control:-
registration of schools, managers and leaders,
schools through inspection,
