Please see minutes below.
Lord Shepherd is away to-day and
because he spent most of yesterday in the
House of Lords he found time only to glance
through these papers. He is not particularly
happy with the answers as drafted - nor is
he very happy about the third question, i.e.,
the one dealing with "siege" conditions,
which he does not think particularly helpful.
I have therefore revised the answers
(a)
(b)
to take account of what I believe
are Lord Shepherd's wishes; and
to take more into account the
fact that the programme is aimed
at an audience in Hong Kong and
not in London.
Before revising the answers I spoke briefly
with Sir Arthur Galsworthy and Mr. H.P.Hall,
who agree generally with the line which I
have taken.

I believe that the original draft

answers were sent to you some weeks ago
by Mr. Carter; but the drafts are on the
file below (Flag A). You may wish to
invite the Secretary of State's attention
to them, also to the interviews with
two previous Governors, Sir Robert Black
and Sir Alexander Grantham (Flags B and C).
In regard to Mr. Jasper's minute, I
believe the Secretary of State will now be

returning to this country tomorrow.
In any event Lord Shepherd would be unable
to stand in for him if the interview is
to be at 2.30 p.. on Monday.
Lord Shepherd has to attend a Meeting of the Privy Council at Buckingham Palace at 3 p.m. on that date.
I am sending a copy of this minute and the proposed answers, as re-drafted, to Sir Saville Garner, Sir Arthur Galsworthy, Mr. Hall and Mr. Ellis.
