Opening Remarks
Sir A. Snelling welcomed members of the Hong Kong
Delegation.

He gave an account of the progress that had been made in our
approach to Europe since July. No official reports had been
received about the E.E.C. Council of Ministers' Meeting
currently being held in Luxembourg. But, whatever the outcome
of this meeting, the British Government's attitude was likely
to be, as the Prime Minister had already said, that we would not
