At a meeting in Sir A. Snelling's office on 27 July it was agreed, amongst other things, that we should initiate a correspondence with other departments in Whitehall about Hong Kong's G.A.T.T. rights. I attach a draft letter accordingly. I should be grateful for any comments, if possible by the end of the week. Subject to any I receive, I will then issue the letter to the Board of Trade.

2. My understanding is that Mr. Carter will draft separately to the Foreign Office as envisaged in paragraph 6 of the attached draft. He may also think it worthwhile putting our thoughts to Hong Kong in a preliminary way on the lines of paragraphs 4 and 5.
