Consultations with Hong Kong Officials
I enclose what I hope is a final version of the brief for the second round of consultations with Hong Kong officials.

The only point on the earlier version, circulated with Christopher Audland's letter of 17 October, which provoked much correspondence was paragraph 16, on possible practical action which Hong Kong might take in defence of her G.A.T.T. rights.
3. We have not been able to accept the suggestion that we should just leave this paragraph out. The courses of action referred to were discussed in the first round of consultations, and our delegation needs at least to be briefed in case they are raised again by the Hong Kong side. But in view of a feeling shared by several Departments that it would be inappropriate to encourage Hong Kong to take such action, we have recast the paragraph in a way which we hope will be generally acceptable.
