At Ken Gallagher's request I enclose four copies of a first draft of the Commonwealth Ofrice Paper for the Euro Committee on the possibility of reviving those of the 1962 provisional agreements, reached at Bruscels, which are of special concern to the Commonwealth,
2. This Paper has been prepared at departmental level and does not necessarily reflect our definitive thinking. Re may therefore be making amendments and/or additions before circulating the Paper to the Euro Committee. We shall nevertheless welcome any preliminary commenta you can offer, and I hope that these will reach us by close of play tomorrow.

There is one general point I should like to draw to your attention. Fe shall need to lock at all items covered in the last negotiations by proposals ror tariff changes of décalage against the background of sny changes in the common tarifi or the community emerging from the Kennedy Round negotiations. We realise that you cannot yet give us definitive information on each or then. But we shall be grateful if you would let us have any inmediate guidance you can, and at the same time let the delegation in Ceneva know of our need for the earlieat possible information on these points.
