Draft Hong Kong Brief

As I expect to be at the C.C.P. meeting on

UNCTAD on Thursday when you are holding your meeting

on Hong Kong, I send you the following comments.

The statistice might be

A conclusion might be added in the sense that

"It seems that Hong Kong een overcome normal

tariffs. What restricts its exports is quota

restrictions. Britain, in joining the E.E.C..

would not be required to impose quota

restrictions, as long as these are matters for

individual Governments."

A new paragraph should be inserted after

paragraph 10 in the following sense.

"If Hong Kong should ask that Britain, as part

of our negotiations with the 3.5.0., should

seek the enlargement of national quotas in

other member countries of the 3.1.C. for the

benefit of Hong Kong, it should be pointed out

that we could not ask that the commercial

policy of individual members of the Six should

become a matter for our negotiations".
