far as consultations are concerned, these might be double-

edged, since the Community would be likely to insist that

they should cover developments in the Community as well ac

Hong Kong's exports. Similarly, we might also seek

agreement that, if it was shown that damage was being caused

to Hong Kong as a consequence of British entry, remedial

action should be taken; but the Six might well again insist

that this should be counter balanced by an undertaking that

remedial action should also be taken if any Hong Kong exports

were shown to be causing market disruption in the enlarged

Community.

We might ask the Hong Kong Officials whether,

given a choice, they would prefer both these undertakings or

neither.

Association under Part IV

130 If the Hong Kong officials renew their request for this,

we should say that we see no point in asking the Six for

full association, which all that we know of their policy on

association suggests that they are certain to refuse. Nor

are we optimistic that a modified form of association would

commend itself to the Six, though if the Hong Kong

representatives are thinking on these lines, it would be

helpful to us to know exactly what they see as the content of

modified association.

14. So far as a transitional period for the application to

imports from Hong Kong of the common external tariff is

concerned, the revival of something on the lines of our

previous proposal should meet the case. As for

quantitative limitations on Hong Kong's exports the position

both in Britain and in the Cormunity is governed by the Long

Term Arrangement, which will run until about the time that

the transitional period for Britain's entry into the Community

might begin or, at most, be in its early stages.
