the Benelux countries have the honour to request the Government of the Crown Colony of Hong Kong to engage in consultations under Article 3 of the above arrangement
to reach agreement concerning the products mentioned under
paragraph 1 above at the earliest possible moment.
5.
Owing to the present critical circumstances and
in order to prevent irreparable damage to the Benelux
industry, the Governments of the Benelux countries will
regulate further imports in accordance with the provisions of Articel 3 of the long-term cotton textile arrangement. While applying these measures the Benelux countries will of course take into account in the best possible manner the interests of Hong Kong in the spirit of paragraph 5
of said Article 3.
