Export of Hong Kong made up cotton textiles to the

Benelux countries

As we agreed on the telephone yesterday I enclose in original the Luxembourg Ambassador's formal letter addressed to the Foreign Secretary covering an Aide-Memoire dated 17th May on this subject and in the same terms as the Aide-Memoires which were recently handed to us by the Dutch and Belgian Embassies. We agreed that it would be more appropriate for your Secretary of State to send in reply an Aide-Memoire parallel to that which he sent to the Dutch and Belgian Ambassadors on 19th May.

I have spoken to J.K. Gordon of the Western Department of the Foreign Office who agrees that this would be a sensible procedure. I am copying this correspondence to him and would suggest that you should send him as well as me a copy of the Aide-Memoire that is sent to the Luxembourg Ambassador.

To put you completely in the picture I also enclose a copy of the covering letter under which the Luxembourg Ambassador sent his formal correspondence to Eric Phillips here. As you will see I have acknowledged this letter in Phillips' absence.
