I have no comments on the substance of the

two drafts. As Mr. Gaminara says, the matter is

no more than a formality; but is it right that the Commonwealth Secretary should deal direct with the Embassy of a foreign country?

I should have

thought that since the Luxembourg letter at

25 (i) was addressed to the Foreign Secretary,

the reply ought to go from him.

you will look into this point?
